About

Digitalization is driving economic and social development; within the public sector, digital transformation and innovation stand as catalysts for reshaping governance and service delivery, the government therefore needs a framework to ensure a successful digital transformation, encompassing IT infrastructure, laws and professional development. The COVID-19 has showcased the value of IT and digital transformation and the need to accelerate the transition and made it evident that the digitalization of public administration requires the consolidation of all existing services, their improvement, strengthening efficiency as well as strengthening of coordination of service providers.

The National Agency for Digital Governance and Innovation (NADIGI) is a government agency established in 2021 as driving force to Accelerate Government Digital Transformation in the Cameroon Public Sector, through advisory services and building human capital in government departments and agencies, to support them acquire the skills, knowledge and technical capability required to adopt digital technologies and innovation at all levels of governance from local, regional to national levels.

Mission and goals

Our mission is to provide leadership and expertise to drive government digital transformation agenda and strengthening the administrative capacity to foster the skills needed to make progress in its digital transformation across the public sector. Our goals is to promote the effectiveness of digital transformation and support innovation in the public sector through application of digital technologies to improve public sector efficiency, make policies more effective, and governments more open, transparent, innovative, participatory and trustworthy.

General objective

NADIGI Support government ministries and agencies to work in new ways, use data to optimize policy development and service delivery, build end-to-end digital journeys for citizens, and design digital services for governments of the future. Lead government’s digital transformation strategy through our co-delivery of the Data and Digital Government Strategy and Implementation Plan, as well as leadership in policy design, strategy, advice, and whole-of-government architecture.

Make Recommendation to the Government on digital policy development and encourage open and data-driven innovation, and user-driven development of digital information and services within public administration

Provided technical leadership in the development of and delivering training modules for strengthening Government Institutions capabilities in emerging technologies, develop and deliver innovative citizen-centric products and services across the whole-of-government

Provides supports for digitalization within public administration, digital transformation in public administration, public sector economics and finance, development of information society

Works with various agencies to implement secure architectures and provide cyber security governance and technical guidance that help build a safer, more secure Smart Nation

Uses data science and artificial intelligence to extract data-driven insights and build smart platforms that help improve the delivery of citizen-centric services and ultimately support government policy outcomes.

leads the charge in helping public agencies transform by empowering public officers to level up their data skills and working with agencies to support their data strategies and data infrastructure

Foster digital innovation and collaborates with various international, national, and local institutions and bodies to disseminate digital skills

Developing a national digital transformation and Institutional innovation strategy, Ensuring good development of new government ICT systems and proper operations of existing ICT system portfolios

Driving innovation in the public sector

We aim to bring governments and technology together which embraces open innovation by utilizing digital solutions to transform public services and ensure better delivery of public services. NADIGI remains committed to driving every stage of the innovation process and supporting the government on the journey toward innovation in the civil service for Effective Public Service Delivery. Advocates innovative technology to shape the way business is done in the government and encourage open and data-driven innovation within the public service. Promote new organizational structures to improve approaches and tools, and harness the information and
resources available for innovation.

NADIGI works to support a range of Smart City applications focus in putting together the technologies, capabilities, and
products to enable Cameroon Smart City vision.

government in examining the barriers of digital transformation in the public sector in order to improve this process .we
provide guidelines and support to government agencies and improves the user experience for public officers in all

the whole-of-government and strengthen Public Sector engineering expertise and build the government’s capabilities in
emerging technologies

We Promotes digital literacy and Supports training to key players in public institutions ,include the empowerment of Human Capital through Capacity Building Programmes, Knowledge sharing Conferences debate, networking, Policy Discussions and sharing of best practices to adopt new digital solutions to improve the efficiency of Public service. This will ensure sustainable institutional support to define short-term and long-term roadmap for GovTech open innovation approach within government digitalization ecosystem. Research Support

We engage with experts from diverse sectors to conduct rigorous, cutting-edge action research on the intersection between digital technologies, policy and governance for advancing digital transformation in government structures and evaluation of information and communication technologies used in digital governance to modernize operations and processes. Our research has a strong interdisciplinary focus and problem-oriented to solve complex technical problems and apply the results of the analysis to best optimize public administration processes.

Supporting innovation and digital technologies

Facilitating and fostering a culture of innovation in the public sector while also enabling institutions to be more resilient to global challenges. The approach helps governments to connect in a real and meaningful way with their citizens and to unlock new opportunities for the private sector to create innovative solutions that benefit the public as part of the learning journey toward creating a more innovative government and secure support for future endeavors. Promote innovation and the use of digital technologies in Public Administration to improve the efficiency of Public service and deliver citizen-centric government digital services that support public sector digital transformation.

Promote collaboration and the establishment of strong networks between wide varieties of experts from around the world that promote mutual learning and exchanges of ideas, information , experiences good practices on innovation and digital governance , focuses on fostering collaboration between government institutions and the local developer community to co-create digital solutions that enhance Government’s efficiency, while also supporting local developers, economic diversification, and the innovation ecosystem

NADIGI Harnesses the potential for innovation and digital technologies across Government, supporting collaboration on solutions and sharing knowledge and provides a platform to develop and share good practices in digital transformation strategies, and practical methods in areas such as: strategic planning of digital tools and services;, internet and social media;, electronic document and records management, Digital library and research services. We always try to share the most relevant best practice examples, from an international and regional context, and work with our partners to translate to a national context. Consultancy and Policy support

we provide consultancy for governance structures to explore the latest digital technologies and skills, develop proofs-of- concept and apply them for improving the effectiveness and efficiency of government, in transparency, in eliminating bureaucracy by auto-mating steps and in increasing orientation towards service personalization and the user experience, as well as providing a catalyst for technological innovation originating in the public sphere. , thus raise the quality of public policy contributing to regional development and the effort to tackle depopulation.

NADIGI provides policy advice, insights and practical support for the preparation of policy framework for digital governance and the adoption of mechanisms to ensure application of digital standards, provides operational and advisory support in terms capacity building for effective digital transformation, and provides recommendations to the Government for an easy transition to digital platforms.

Strengthen Resilience in Cities and Local Communities towards roadmaps, policy toolkits on global good practices on effective governance; promote effective, accountable and inclusive public institutions. The overall objective is to
improve the institutional resilience, enhancing the trust in institutions and the development of digital governance policies to ensure transparent and responsive public service-delivery.
